FLARE – Freedom, Legality And Rights in Europe

FLARE – Freedom, Legality And Rights in Europe – is a network of civil society organizations committed to the social struggle against mafias and transnational organized crime. Founded in 2008, FLARE is composed of 38 NGOs from 25 countries across Europe, Mediterranean basin, Russian Federation, Caucasus and the Balkans.

FLARE members’ work is focused on informing civil society about topics such as human trafficking, drug trafficking, corruption and information, eco-crimes, money laundering, illegal weapons trade and energy policies, as well as human rights defence, support to migrants and refugees.

Born over the assumption that organized crime has long become a transnational phenomenon able to operate within territories and with people extremely different from each other, FLARE intends to represent an alternative model to counterattack organized crime in Europe and the neighbouring territories. By informing the European civil society about topics such as human trafficking, narcotrafficking, corruption and information, eco-crimes and illegal weapons trade and by involving the network members, FLARE’s aim is to promote an alternative – however complementary – modus operandi than the one implemented by national institutions for the fight against transnational organized crime.
